How to Enroll

To get started, log into Employee Self-Service (ESS) and review the video and guide below. Please use the Microsoft Edge browser (supported by OIT) for the best ESS experience.

 

Events

OHRM will host several events:

  •  A virtual Open Enrollment kick-off event on Oct. 6, 2025, at 10:00 a.m.
  • Two (2) benefits fairs, where you can speak with County benefit vendors
  • Several enrollment assistance sessions, where you can get support with enrolling.

We have compiled the most frequently asked questions about Open Enrollment and will add to this list to provide you with the all the info you need during this period.

 

Contact Us

OHRM Benefits has partnered with a national benefits communication firm for our 2026 Open Enrollment. The Benefits Counselors are ready to explain all benefits options, answer questions, and assist with the online enrollment process. There are four (4) ways to connect with a Benefits Counselor:

  • Call: You may also call the Benefits team at 301-883-6380.
  • Email: openenrollment@pgcmd.gov
  • Meet: Visit the Benefits Team at 1400 McCormick Drive, Suite 110. Hours of Operation: Monday – Friday 8:30 AM – 5:00 PM. Please be advised that there are limited appointment opportunities available during the hours of 11:00 AM to 3:00 PM.
  • Attend: Join us for one of the Open Enrollment fairs or enrollment assistance sessions

 

Retirees

Eligible retirees are not held to an Open Enrollment period for benefits and may make changes to their benefits selections at any time. To enroll in or make a change to your current retiree benefits elections, please complete and email, or hand-deliver, the Retiree Enrollment Change Form to the Benefits Division at 1400 McCormick Dr, Ste 110, Largo, MD, 20774. 

Retirees or surviving spouses may drop a plan or a dependent at any time. Surviving spouses, County employees retiring under the MD State Retirement System, Deputy Sheriff’s Comprehensive Plan, and Correctional Officer’s Comprehensive Plan are not eligible to pick up a new benefit(s) unless they have a qualifying event.

What's New in 2026

Beginning in 2026, CareFirst will be the new vendor for retiree vision coverage. Due to production delays for the retiree guide, we automatically transferred retirees who were enrolled in VSP into CareFirst plans.  If you wish to make changes to your coverage, please complete a retiree enrollment form.  If you have submitted your form, we have processed the requests. If you wish to make changes to your coverage and have not submitted an enrollment change form, please complete a retiree enrollment form and return it to our office by email, mail or hand-delivery.  You will receive a Retiree Decision Guide to your home address which will have more details.  You can also access the guide digitally here.
