Central Services Leadership

David J. Byrd

Acting Director

David J. Byrd brings more than three decades of public service and executive leadership to his new role as Acting Director of the Prince George’s County Office of Central Services. A seasoned government leader with experience at the federal, state, and local levels, Mr. Byrd has led transformative initiatives in economic development, public infrastructure, and government operations.

Most recently, Mr. Byrd served as the National Director of the U.S. Department of Commerce’s Minority Business Development Agency, where he oversaw national policy and grant programs supporting minority-owned businesses. He has also held senior roles at the U.S. Department of Housing and Urban Development and served as Deputy Chief Administrative Officer for Prince George’s County from 2006 to 2011.

A dedicated public servant with deep roots in government reform and innovation, Mr. Byrd is known for his strategic vision, collaborative leadership, and commitment to service excellence. As he returns to lead OCS, he brings a forward-thinking approach grounded in operational strength, transparency, and community partnership.
