Budget & Procurement Office

The Budget and Procurement Office (BPO) manages the department's budget and procurement programs through fiscal planning and oversight of the General Fund, Solid Waste Enterprise Fund, Water Quality Enterprise Fund, Stormwater Management Enterprise Fund, Grant Programs, and Capital Improvement Programs.

Human Resources Office

The Human Resources Office (HRO) is responsible for guiding departmental staff related to personnel policies and procedures; personnel file management; onboarding new employees; assisting with the facilitation of Family Medical Leave Act requests (FMLA) and Americans with Disability Act (ADA) requests; processing Workers' Compensation claims; agency-specific payroll oversight; preparing employee separation paperwork; overseeing the past performance appraisal program; and for coordinating and conducting training programs for the department's staff.

HRO, in partnership with the County's central Office of Human Resources Management (OHRM), provides leadership in shaping an equitable and inclusive culture in the department that drives diversity, excellence, and innovation by supporting talent, engagement, and the employee work experience.

Information Technology Office

The Information Technology Office (ITO) enables the department's critical operations, management, and supporting services through secure, reliable, and modern technical solutions. They perform light-to-moderate hardware and software support, repairs, and installations on DoE's County-owned assets; provide responsive, thorough, and scalable solutions to legacy and emergency problem sets; and act as liaisons to cross-agency security and asset management teams for administrative and technical policy enforcement.

Boards & Commissions Office

The Boards & Commissions Office provides administrative oversight, regulatory enforcement, and operational support for the County's Animal Control Commission (ACC) and Towing Commission. The office processes animal care and safety complaints and schedules virtual hearings for the ACC to ensure accessible administrative resolution. The Towing Commission staff handles tow company licensing, issues vehicle medallions, inspects trucks and storage lots for code compliance, and conducts vehicle show cause hearings to resolve towing and impound disputes.
