Mission
The mission of the Wage Determination Board is to adopt, establish, repeal, modify, change or amend schedules of prevailing hourly rates of wages to be paid to workmen and apprentices employed on certain public works.
Duties
The functions and duties include:
- Authorizing the board to promulgate rules and regulations
- Determining the method of wage rates
- Making final determination with regard to restriction and liquidated damages for violations of certain provisions
Responsibilities
The Wage Determination Board, mandated under Section 1009 of the Charter, holds hearings and conducts studies to ensure that:
- Private contractors working on county projects employ competent, qualified personnel

Effective February 10, 2026: Wages, including the Building Construction Wage Rates (PDF) and the Highway Construction Wage Rates (PDF), paid by these contractors are comparable to area standards
Laborer (Skilled) may operate hand and power tools of all types: air hammers, earth tampers, cement mixers, small mechanical hoists, surveying and measuring equipment, and a variety of other equipment and instruments; may clean and prepare sites, dig trenches, set braces to support the sides of excavations, erect scaffolding, and clean up rubble, debris and other waste materials. Laborer - a worker who primarily assists a particular craft worker and does not operate hand or power tools.
