High Performance Building Real Property Tax Credit

The High Performance Building Tax Credit encourages the construction, renovation, and operation of environmentally sustainable buildings in Prince George's County.

The credit provides a reduction in County real property taxes for buildings that achieve recognized third-party green building certifications, including the Leadership in Energy and Environmental Design (LEED) and National Green Building Standard (NGBS) programs.

Credit Amount

The credit applies to the County portion of the real property tax and is based on the building's certification level and project type.

New Construction and Major Renovations

(LEED Building Design and Construction (BD+C), NGBS, or equivalent)

Platinum / Emerald 75% 5 Years

Existing Buildings

(LEED Operations and Maintenance (O+M) or equivalent)

Platinum 50% 3 Years
Note: The total amount of High Performance Building Tax Credits awarded is limited to $5 million per fiscal year. Credits are approved on a first-come, first-served basis.

Eligibility Requirements

To qualify for the High Performance Building Tax Credit, the property must:

  • Be located in Prince George's County.
  • Achieve an approved third-party high-performance building certification.
  • Meet the requirements of one of the following certification programs:
    • LEED Building Design and Construction (BD+C) for new construction or major renovations.
    • LEED Operations and Maintenance (O+M) for existing buildings.
    • National Green Building Standard (NGBS/ICC-700) or an approved equivalent.
  • Obtain a valid Use and Occupancy Permit, when applicable.

Eligible Properties

The credit is available for:

  • Newly constructed high-performance buildings.
  • Major renovations or core-and-shell redevelopment projects.
  • Existing commercial buildings certified under LEED Operations and Maintenance.
  • Residential buildings certified under the National Green Building Standard.

Application Requirements

Applicants must:

  • Complete the application provided by the Director of Finance.
  • Submit the application under oath.
  • File the application no later than October 1 of the first tax year for which the credit is requested.

Required Documentation

Applications must include:

  • Proof of the approved LEED or National Green Building Standard (NGBS) certification.
  • A copy of the Use and Occupancy Permit, when applicable.
  • Any additional information requested by the Director of Finance to determine eligibility.

Important Information

  • The credit applies to the County portion of the real property tax.
  • The credit remains with the property for the applicable credit period, even if ownership changes.
  • Applications are processed on a first-come, first-served basis until the annual $5 million program cap is reached.
  • If the annual funding limit has been reached, approved applications may be deferred to the next available fiscal year.
