Urban Agriculture
The Urban Agriculture Property Tax Credit encourages the use of vacant and underutilized land for urban farming and sustainable food production in Prince George's County.
The credit helps reduce County real property taxes for qualifying urban agricultural properties while promoting local food access, environmental sustainability, and economic development.
Credit Amount
The credit applies to the County portion of the real property tax on qualifying urban agricultural property.
- Maximum Credit: Up to 100% of the County real property tax on the portion of the property devoted to urban agricultural use.
- Annual Renewal: The credit must be renewed each year by submitting a new application and supporting documentation.
Eligibility Requirements
To qualify for the Urban Agriculture Property Tax Credit, the property must:
- Be used primarily for urban agricultural production.
- Include a qualifying agricultural area of at least one-eighth (1/8) acre but no more than five (5) acres.
- Not be used for another competing commercial or for-profit purpose that would conflict with the property's agricultural use.
- Produce agricultural products with a value of at least $2,500 annually through:
- Sales; or
- Donations to qualified food banks or nonprofit organizations using fair market value.
Startup Exception
The annual production requirement may be waived:
- For the first two years of a new urban farming operation.
- During a state-declared natural disaster or severe drought, as permitted by law.
Eligible Properties
The credit applies to qualifying real property used for urban agricultural production within Prince George's County.
How to Apply
To apply for the Urban Agriculture Property Tax Credit:
- Complete the Urban Agriculture Property Tax Credit application.
- Submit the completed application to the Office of Finance.
- Provide documentation demonstrating that the property meets all eligibility requirements.
- Include documentation verifying the annual agricultural production requirement or eligibility for a startup or disaster-related waiver.
- Renew the application annually to continue receiving the credit.
Required Documentation
Applications should include:
- Documentation verifying the property's size and agricultural use.
- Proof of agricultural production valued at $2,500 or more, such as:
- IRS Schedule F;
- IRS Schedule C;
- Sales receipts or invoices; or
- Documentation of qualifying food donations.
- Documentation supporting any applicable startup or disaster waiver.
- Any additional information requested by the Director of Finance.
Important Information
- The credit applies only to the portion of the property used for qualifying urban agricultural purposes.
- The credit must be renewed annually.
- Property owners must continue to meet all program requirements to remain eligible.
- The program is administered in partnership with the Prince George's Soil Conservation District (PGSCD).
