Redevelopment and Revitalization
The Revitalization Tax Credit District program encourages redevelopment and investment in designated areas of Prince George's County by providing a property tax credit for eligible improvements.
Revitalization Tax Credit Districts are established by the County Council, upon the recommendation of the County Executive or on the Council's own initiative. Districts are designated based on factors such as community redevelopment needs, household income, residential density, land use, economic conditions, and unemployment rates.
Eligible Properties
Properties located within an established Revitalization Tax Credit District may qualify for a tax credit on eligible County real property taxes for approved improvements.
Eligible improvements requiring a County building permit include:
- Construction, reconstruction, or expansion of non-residential structures.
- Reconstruction or expansion of existing residential structures.
- Construction or reconstruction of new single-family homes built on:
- Lots where a residential structure was demolished within the previous five years; or
- Vacant lots located between adjacent lots with existing single-family homes.
- New residential construction within developments containing fewer than 10 single-family dwellings, as identified in the approved subdivision plan.
Note: The ordinance establishing each Revitalization Tax Credit District may further limit the types of eligible improvements.
Eligibility Requirements
To qualify for the tax credit:
- The property must be located within an established Revitalization Tax Credit District.
- The improvements must require a Prince George's County building permit.
- The improvements must meet the eligibility requirements established by the ordinance creating the district.
- A valid Use and Occupancy Permit must be issued for the completed improvements.
Application Requirements
Applicants must:
- Complete the application provided by the Director of Finance.
- Submit the application under oath.
- File the completed application with the Director of Finance no later than October 1 of the tax year in which the property becomes eligible.
Required Documentation
Applications must include:
- A legal description of the property.
- Proof of a valid Use and Occupancy Permit for the eligible improvements.
- Any additional information or documentation requested by the Director of Finance to determine eligibility.
Important Information
- Only properties located within an officially designated Revitalization Tax Credit District are eligible.
- Eligibility is based on both the property's location and the nature of the qualifying improvements.
- Individual district ordinances may establish additional limitations or requirements for eligible improvements.
