Personnel Board

The Personnel Board advises and consults with County officials on matters concerning the administration of the County career service, personnel rules, and regulations, and the operation of the County personnel system.

The Personnel Board is responsible for the following:

  • Advising and consulting with County officials on matters concerning the administration of the County career service, personnel rules, and regulations;
  • Reporting to the County Executive and the County Council on the operations of the personnel system;
  • Hearing appeals from employees in the classified status and in the probationary status and appeals of employees who have taken or sought to take examinations leading to promotional opportunities;

The Personnel Board provides oversight of the County’s classified service for merit employees and for probationary status employees to ensure that employees receive fair and equitable treatment under all applicable employment laws, rules and regulations, and administrative procedures.

Oversight of the County’s classified system includes oversight of human capital policies and procedures and administrative hearing of human capital issues.

The Personnel Board’s original jurisdiction includes consideration and hearing of administrative appeals of employees’ grievances, adverse actions, and petitions for reimbursement of legal fees and court costs. The Board has jurisdiction over human resource matters of non-union employees and issues of union employees not covered by a collective bargaining agreement.

The Personnel Board serves as the guardian of the County’s merit system and serves to protect employees and to maintain a workplace free of prohibited personnel practices.
