Manufacturing, Fabrication, Assembling, and Research & Development Facilities Tax Credit

The Manufacturing, Fabrication, Assembling, and Research & Development Facilities Tax Credit encourages businesses to locate or expand high-technology operations in Prince George's County through a real property tax credit.

The credit is available for qualifying facilities used for manufacturing, fabrication, assembling, or research and development that meet the County's investment, construction, and job creation requirements.

Eligibility Requirements

To qualify for this tax credit, a business entity must meet all of the following requirements:

  • Be primarily engaged in high-technology manufacturing, fabrication, assembling, or research and development, as determined by the County Executive.
  • Construct or expand a building within Prince George's County that includes at least 5,000 square feet of gross floor area to be occupied by the business.
  • Invest at least $500,000 in the construction or expansion of the building.
  • Create at least 10 new permanent full-time positions located within the new or expanded building.

Eligible Industries

The business must operate within one of the County's recognized high-technology industry sectors, including:

  • Biotechnology and Biomedical
  • Information Technology and Services
  • High-Tech Machinery and Instruments
  • Defense and Aerospace
  • Energy and Chemicals
  • High-Technology Research

Job Creation Requirements

To qualify for the tax credit:

  • New positions must be permanent full-time jobs created as a result of the project.
  • Relocating existing employees from another location within Prince George's County does not qualify as new job creation.
  • Reclassifying existing positions does not qualify toward the minimum job creation requirement.

Application Requirements

Businesses seeking this tax credit must:

  • Submit a written description of the company's business activities to the Director of Finance and the Economic Development Corporation.
  • Complete and submit the required application.

The Economic Development Corporation markets the program, provides application forms, assists applicants with the application process, and provides information to the Director of Finance regarding eligibility.

Required Documentation

Applications must include:

  • A legal description of the property.
  • A written description of the business activities.
  • Floor plans and documentation demonstrating construction or expansion of at least 5,000 square feet of qualifying space.
  • Documentation verifying the required minimum $500,000 investment.
  • A copy of a valid Use and Occupancy Permit.
  • Any additional information requested by the Director of Finance to determine eligibility.

Important Information

  • Eligibility is determined in accordance with Section 9-205 of the Maryland Tax-Property Article and applicable County regulations.
  • The County Executive determines whether a business qualifies as a high-technology business.
  • The property must be used as the premises of a qualifying manufacturing, fabrication, assembling, or research and development facility.
