Project Based Voucher (PBV) Program

The Project Based Voucher (PBV) Program provides affordable rental housing at specific properties throughout Prince George's County. This program is funded by the U.S. Department of Housing and Urban Development (HUD) and administered locally by the Housing Authority of Prince George's County (HAPGC).

The PBV Program is part of the Housing Choice Voucher (HCV) Program. Unlike tenant-based vouchers under HCV Program, PBV assistance is attached to designated units at approved properties. If a family moves out of a PBV unit, the rental assistance remains with the PBV unit.

PBV units are located at privately owned properties that have entered into a contract with the Housing Authority of Prince George's County.

The Project Based Voucher (PBV) program waiting list will open for new preliminary applications beginning on Monday, March 16, 2026, at 12:01 a.m. and will close on Tuesday, March 17, 2026, at 11:59 p.m. EST.

Preliminary applications will be accepted online only. An application link will be available on this page on Monday, March 16, 2026, at 12:01 a.m. Applicants can apply for the waiting list lottery using any device connected to the internet.

What is the difference between Project Based Voucher (PBV) and a Housing Choice Voucher (HCV)?

A Housing Choice Voucher (tenant-based) allows families to rent units in the private market. PBV assistance is attached to specific units at designated properties.

Am I eligible to participate?

Eligibility is based on household income, family size, and the size of the available rental unit. Households cannot participate in any other federally funded housing subsidy program in order to lease a PBV unit.

How do I apply for the program?

Once the waitlist is open you may apply online. If you have a Rent Café account please sign into that account to apply, you do not need to create a new account.

Applicants will be randomly selected through a lottery process. All applicants will be notified of their waitlist status 45 days after the application closes.

Applications will be randomly selected from the waitlist as rental units become available. If your household is selected, you will be referred to a Project-Based Voucher (PBV) unit to begin the property’s application and screening process.

Once your application is approved by the landlord/development/complex, it will be sent to the HAPGC to be reviewed for program eligibility.
