State's Attorney Announces 10-Year Sentence for Local Tech Entrepreneur Convicted of Vehicular Manslaughter

UPPER MARLBORO, MD – Prince George’s County State’s Attorney Tara Jackson announced today that 39-year-old Angel Rich has been sentenced to 10 years in prison suspending all but 3 years after being convicted of vehicular manslaughter. Rich will be placed on supervised probation following her release. 

In April 2023, Rich caused a fatal accident on MD-450, causing the death of 64-year-old Quinton Francis Jr. who was heading to work. The investigation revealed that Rich was speeding excessively and had alcohol in her system at the time of the accident. 

“Our hearts go out to Mr. Francis' family and his loved ones who have suffered an unimaginable loss because of this defendant's reckless actions,” said State’s Attorney Jackson. “This case should serve as a painful reminder that impaired driving has irreversible consequences. Driving under the influence is never worth the risk, and my office remains committed to holding drunk drivers accountable and keeping our roads safe. I want to thank our law enforcement partners and attorneys for their hard work in pursuing justice for Mr. Francis and his family.”
