Organizational Structure
The Office of Homeland Security is led by an appointed Director, Dr. Katina Gomez, as well as an Assistant Director, Mr. Anthony Rease.
The Office of Homeland Security is made up of four divisions:
Administration
The Administration Division is led by Deputy Director Tyrone Collington and supports the day-to-day functions within the agency and includes the following offices and functions:
Human Resources
- Oversees hiring and promotional processes
- Compensation (attendance, timekeeping, and leave)
- Health and safety compliance (risk management and ADA compliance)
- Employee engagement and performance management
Fiscal
- Oversees the General Fund Budget
- Manages and tracks agency funds and expenditures
- Manages, prepares, and presents the annual ENSB 911 audit
Grants
- Verifies that grant funds are used according to the agreed terms and conditions
- Processes reimbursements within the guidelines
- Ensures accurate records of all grant activity
Emergency Management
The Emergency Management Division is led by Deputy Director Dr. Meloyde Mickens-Ross and supports the County's emergency preparedness and management initiatives. This division develops, maintains, and implements the ability to manage and coordinate emergency operations in cooperation with local, State, and Federal governmental and private sector agencies. The Emergency Management Division is responsible for:
- Coordinating multi-agency response during major incidents
- Serving as the County's liaison with State and Federal emergency management agencies
- Conducting community outreach and education to increase emergency preparedness and awareness
- Managing and staffing the County's Emergency Operations Center (EOC)
- Maintaining the County's Emergency Operations and Recovery Plans
Public Safety Communications
The Public Safety Communications Division is led by Deputy Director Charlynn Flaherty. Public Safety Communications is an internationally accredited 9-1-1 center staffed with 197 civilian personnel working together as 9-1-1 call takers, law enforcement and fire/EMS dispatchers, trainers, supervisors, Maryland Public Information Act (MPIA) processors, career development coordinators, administrators, managers, technical staff, and radio communications specialists. Public Safety Communications is responsible for:
- 9-1-1 call taking for police, fire, and emergency medical services
- Dispatch coordinator for all public safety agencies
- Radio and communications support
- Non-emergency call-handling and public education
Code Compliance
The Code Compliance Division is led by Deputy Director Regis Bryant. This Division is primarily responsible for ensuring Countywide compliance with Subtitles 13 and 27 which address property standards and zoning. The Code Compliance Division is responsible for:
- Safeguarding neighborhoods by ensuring compliance with housing, zoning, rental licensing, and property maintenance codes for residential (single family, multi-family, short-term rentals, and single-family rentals), commercial, and vacant or abandoned properties
- Conduct inspections and issue notices of violation to encourage code compliance
- Supporting environmental safety, community stabilization, and quality of life
- Supporting beautification, neighborhood revitalization, and shopping center revitalization initiatives
