Charlynn Flaherty

Charlynn F. Flaherty serves as the Deputy Director of Public Safety Communications within the Prince George’s County’s Office of Homeland Security.  She has served in this leadership capacity for more than 25 years, since the County dispatch and 9-1-1 functions were unified under a single Public Safety Communications entity. Charlynn oversees critical emergency services, ensuring the delivery of professional, reliable, and responsive emergency communications, 9-1-1, and dispatch services to residents and public safety responders.  

With a strong background in public safety, technology, and organizational management, she actively contributes to regional, state, and national industry standards bodies, focused on public safety communications operations, training, and technology. Her efforts help advance 9-1-1 services and support the professional development of 9-1-1 Specialists—the first of the first responders.

Before assuming her current role, Charlynn led the implementation of the Prince George’s County False Alarm Reduction Unit and served as Special Assistant to the Deputy Chief Administrative Officer for Public Safety. In that capacity, she coordinated workflow and communication among key public safety agencies, including Corrections, the Sheriff’s Office, Courts, and Fire/EMS, while managing technology initiatives on behalf of the DCAO. She began her career as an Information Specialist with the County Police Department.

Charlynn holds a Bachelor’s degree from the University of Maryland University College and has earned top 9-1-1 industry certifications, including Certified Emergency Number Professional (ENP) through NENA and Certified Public Safety Executive (CPE) through APCO.  Throughout her 35-year career, Charlynn has worked on and championed initiatives to advance the County’s mission to protect and serve the community through innovation and excellence.
