Dr. Meloyde Mickens-Ross

Dr. Meloyde R. Mickens-Ross serves as Deputy Director of the Office of Homeland Security within the Emergency Management Division. She oversees daily operations, ensuring compliance with policies, procedures, goals, and mission planning by coordinating comprehensive preparedness programs with County, State, and Federal agencies. She works closely with her team to promote emergency preparedness awareness across the County, fostering an informed, empowered, and resilient community.

Previously, she was Director of Emergency Management at Prince George’s Community College, aligning operational response planning, facility support, team development, and organizational growth to enhance student and community resilience. She has over twenty years of progressive experience in emergency management, including public safety, personnel management, communication strategies, and leadership.

She is currently a credentialed Certified Emergency Manager by the International Association of Emergency Managers and served as a Commissioner on the DC Homeland Security Commission (2017). Formerly, Dr. Mickens-Ross served on the Federal Emergency Management Agency’s National Advisory Council (FEMA-NAC), the Integrated Public Alert and Warning System (IPAWS) Subcommittee, and the FEMA-NAC Preparedness and Protection Subcommittee (2014-2017). Dr. Mickens-Ross was also the lead program director for public safety and emergency management at Gallaudet University and Simmons College; during her service, she executed Emergency Management Accreditation Program (EMAP) standards and principles to develop and strengthen the institutions’ emergency management councils, crisis leadership teams, public safety operations, and facility infrastructure. As a member of the Emergency Management Institute’s Executive Academy, her cohort co-authored the article, "Development of Metrics for Personal Preparedness," to highlight the criticality of developing a metric mechanism to demonstrate whether emergency preparedness initiatives are creating a prepared nation.

Dr. Mickens-Ross has made significant contributions to community emergency preparedness and was inducted into the International Women in Emergency Management’s Hall of Fame (2016). She regularly volunteers with private, local, and faith-based organizations, coordinating disaster preparedness briefings. As a member of Delta Sigma Theta Sorority, Incorporated’s National Safety, Security, and Emergency Response Team, she participates in Preparedness Training, Youth Preparedness, and related initiatives.
