Landlord Application Process

Two categories of landlords or owners can apply for the Emergency Rental Assistance Program. They are:

  •  Rental units located within census tracts that meet risk factors such as housing stress, social factors, and pandemic effects; and
  •  Landlords who applied in Fall 2020 and did not receive assistance.

Your tenant(s) also have to meet the:

  • Household income at or below 80% of Area Median Income (AMI); priority is given to households with income at or below 50% of AMI.  View AMI Chart
  • A signed lease; if the household does not have a signed lease, acceptable documents include: evidence of paying utilities for the residential unit or an attestation by a landlord who can be identified as the verified or management agent of the unit, or other reasonable documentation.
  • One or more individuals in the household qualified for unemployment or experienced a reduction in household income incurred significant costs, or other financial hardship due, directly or indirectly to the COVID-19 pandemic.
  • Per U.S. Treasury guidelines we will use fact-specific proxies, for example, the Department of Housing and Urban Development Qualified Census Tracts (QCT) to qualify based on the average income of a geographic area. A property must be in a QCT to qualify, and applicants who reside in their own rental property in a QCT will submit an Income Self-Certification only. No other income documents are required.

Required Information & Documentation 

Landlords and tenants applying for assistance from the Emergency Rental Assistance Program must submit their application with the documents listed below.  Read our  Guide Documents for a Successful Application (PDF) to gather the right documents for your application.   DHCD may request additional information outside of the list identified below, where necessary to validate the information provided in this ERAP application. 

Landlord Information

The below information about the landlord or property owner is needed when applying:

  • Name, Address, and SSN or Tax Identification Number
  • Unique ID Number
  • Property Deed
  • Copy of W-9 Form (Fillable Form for Download)
  • PGC Electronic Funds Transfer (EFT) Enrollment Form/Automated Clearing House (ACH) (Fillable Form for Download)

Specific to Tenant

Please coordinate with your tenant to gather the below:

  • Rent Ledger
  • Copy of the current valid Lease which includes tenants' names (tenants’ names on the lease must match applicant(s))
  • Income verification (possible documents listed below)

Income Verification

Tenant must report the household’s total income for the applicable calendar year for all adults over the age of 18 that is not a full-time student. Please submit all that applies to the tenant's household. 

Documents include, but are not limited to:

  • W2 for Calendar Year 2021 (only for applications submitted in 2021)
  • Tax Filings for Calendar Year 2021 (only for applications submitted in 2021)
  • W2 for Calendar Year 2022 (only for applications submitted in 2022)
  • W2 for Applicable Calendar Year 
  • Tax Filings for the most recent tax filing year 
  • IRS Transcripts for Applicable Calendar Year
  • At least 1 month's worth of most recent paystubs/ paycheck earnings for each member of the household who is over the age of 18 and not a full-time college student
  • Unemployment Benefits – Government Issued 1099 Tax Form for Applicable Calendar Year (For example 2021, 2022, and/or 2023) for each affected member of the household
  • Current copy of Social Security or other monthly government income/benefits if applicable to any/all member(s) of the household
  • Current copy of pension statement if applicable to any/all member(s) of the household
  • Current copies of alimony or child support payments, if applicable
  • At least 3 Months’ worth of most recent paystubs (recommended) or other wage statements
  • Bank statements demonstrating regular income; or
  • An attestation from an employer

If Applicable

The below documents are also needed if they apply:

  • Agent or Management Agreement
  • Executed Trust Document (if the property is owned by a Trust)
  • Landlord and/or Tenant Attestations for Expired Lease, Residency & Rental Obligation (Fillable Form for Download)
  • Copy of Landlord Rental License
  • Eviction Document – Notice/Summons/Judgement/Writ
  • Tenant Income Self-Certification Form (Fillable Form for Download)
  • Tenant Income Self-Certification Form (Spanish) (Fillable Form for Download)

NOTE: Please note that DHCD will review and validate all household income information. Any attempts to withhold household income will delay the review of your ERAP tenant application.

If applicable, please only upload your most recent eviction document as any other document or blank pages will cause a delay in the review of your ERAP tenant application.

Notice of Award and Acceptance

Once your application is submitted, you will not be able to go back into the portal to make additional changes to your application unless directed by DHCD. DHCD will review your application and contact you by email regarding any discrepancies or missing information for your application. 

You must monitor your email for any messages from DHCD.

Applying for funding through the Emergency Rental Assistance Program does not guarantee receiving the full amount. Your application is subject to review by DHCD and funding availability.  Following DHCD's review and if approved, you will be emailed a notice of approval with the dollar value of the approved rental assistance.

  • Landlords will receive the Rental Assistance Agreement which is non-negotiable. 
  • Tenants will receive an affidavit which will require certification.  

Each must indicate acceptance of the final amount of assistance, as determined by DHCD, to receive payment.
