Why were the eligibility requirements modified?

Due to HIPAA laws, the doctor’s note cannot be submitted electronically; therefore, please mail the certification/or recertification form and the doctor’s note to:

As part of the new eligibility or recertification process, residents must consult their physician to obtain a note stating that they are unable to roll the trash or recycling cart to the curb due to mobility issues. Additionally, please confirm that no one else living in your home is authorized to roll the cart(s) to the curb. 

Residents can now place UP TO 4 standard bulky items directly next to your trash cart for curbside pickup on your regular trash collection day. Appointments are still required for spare tires and white goods/appliances (washing machines, dryers, furniture, water heaters, etc.). To schedule an appointment for white goods/appliances and tires, contact PGC311 online at mypgc.us/pgc311 or by dialing 3-1-1 (if in the County) or 301-883-4748 (if out of the County). 

Bulky items should be placed at the curb no earlier than the night before your scheduled collection day or by 6 a.m. the morning of your appointment date.

Household items that are flammable, caustic or toxic are considered to be hazardous. Household Hazardous Waste (HHW) includes:

• Acids
• Antifreeze
• Car Batteries
• Cleaners
• Insecticides
• Oil-Based Paints
• Poisons
• Solvents
• Swimming Pool Chemicals
• Used Motor Oil

The site and other associated lots at the Brown Station Road Sanitary Landfill, 11611 White House Road in Upper Marlboro, have closed to the public. Residents can properly dispose of HHW/E-waste items at upcoming mobile events. The County will notify the hauler of your address and the assigned cart location for on-site collection service.

 

No. Eligibility for on-premises collection is not determined by age. You must provide a physician’s note confirming that you are immobile or physically unable to roll the cart(s) to the curb. Also, no one else living in the house should be able to roll the cart(s) to the curb.

You can submit your on-premises certification form after obtaining your doctor’s note. Applications are accepted on a rolling basis.

If you are not approved for on-premises collection service, the service will not have started, and the cart(s) and/or yellow recycling bin must still be at the curb for collection. If your address has been removed from the service, the on-premises service will end thirty (30) days after you do not receive your recertification form or thirty (30) days after the disapproval date on the on-premises certification/recertification form. An inspector will contact you by knocking on your door, emailing you, sending USPS mail, or leaving a door hanger to notify you that the on-premises service will be discontinued.

 

Your cart(s) must be visible from the street and placed at the location specified and communicated to you by the County Inspector, which may include the front door, front garage, side door, or side of the house. The Inspector assigned to your case will inform you of the acceptable collection location during the evaluation process. Carts or yellow recycling bins should not be placed behind gates, fences, or in the backyard, as the collection crew will not be able to retrieve carts or bins from these areas.

No. On-premises service is not available for households where a capable individual lives in the home and can roll the cart(s) to the curb. Additionally, if you have family members or regular visitors who can take the carts to the curb and return them to the house, you should refrain from signing up for on-premises collection service.

A person must have a doctor’s note indicating their inability to physically move or roll their trash or recycling cart(s) to the curb for collection. Additionally, the person must not have anyone else living at the residence who can do so. 

Once collected, recyclables are taken to the County’s Materials Recycling Facility (MRF) where the materials are sorted and are either crushed (glass) or baled (newspaper, plastic, aluminum and steel) for shipment to markets. Any Prince George’s County resident receiving waste collection contracted by the County can apply or be recertified for on-premises waste and recycling collection for any household where all residents are physically unable to move the cart(s) to the curb. On-premises waste/recycling collection refers to the collection of trash and recycling that occurs at the front or side door of the residence.

You can report a missed collection using the PGC311 mobile app or online at pgc311.com to submit requests 24/7. To speak with a live agent, call 3-1-1 Monday through Friday from 7 a.m. to 7 p.m. If you are outside the County, please dial 301-883-4748. If you see the collection truck pass your street and the crew misses your house, you may report a missed collection any time after 12 noon on that same day. Please note that there are separate trucks for trash and recycling.  

 

A resident may report a missed collection starting at noon on their regular collection day by contacting PGC311 online or dialing 311.

Recertification forms must be submitted at least 30 days before the end of the initial two-year period during which you received the service. For example, if you started receiving the on-premises service on September 1, 2025, you need to resubmit your recertification form by August 1, 2027. 

If you are a new applicant, once your on-premises application form has been submitted, an inspector will contact you. If you qualify for the service, on-premises collection usually begins within one to two weeks after your approval status. 

 

No plastic bags are allowed in the curbside recycling program including translucent clear plastic bags. These bags can only be used for shredded paper. For more information about the policy, please contact PGC311 or visit Residential Recycling - Unacceptable Items.

Yes. Recertification every two years is required to confirm that on-premises service is still necessary. If you are permanently disabled or immobile, a physician’s note might not be needed for each recertification period. However, the recertification form must still be filled out and submitted to verify that:

• You still live at that address.
• No one in your household can roll the cart(s) to the curb.
• You still need the on-premises service.
• Your contact information is up to date.
