The Prince George’s County Office of Central Services (“OCS”), by and through its Capital Improvement Program (“CIP”) and Land and Real Property Development Division (“LARP”), is pleased to issue this Request for Qualifications (“RFQ”) for Developer Partner(s) for potential future municipal developments.
BACKGROUND
OCS anticipates that selected Developer Partner(s) may serve as Design-Builder (“Design-Builder” or “Developer Partner”) for municipal facilities, renovations, housing, and/or mixed-use projects. This qualifications-based selection process may result in the selection of one or more Developer Partner(s) to partner with OCS in the possible acquisition, planning, financing, and development of future projects. At the sole discretion of OCS, a selected Developer Partner may also be asked to assist OCS in the identification, negotiation, and acquisition of a future site. Upon such assignment, the Developer Partner(s), working in concert with OCS, will be responsible for negotiation, acquisition, design, master planning, financing, pre-development, development, and construction activities in accordance with an agreed-upon delivery plan.

Acquisition of A Hotel Building for the Department of Social Services Non-Congregate Shelter
The Prince George’s County Office of Central Services (“OCS”) is seeking offers for an existing hotel building that could serve as a non-congregate sheltering to be the single solution for sheltering, but rather one of many forms of non-congregate sheltering assistance. This facility will replace an existing facility in the northern part of the county. The properties offered should contain multi-family units, single room occupancies, and efficiencies. Innovative solutions such as renovation, restoration or transformation of an existing space which will address the critical needs for families are welcomed. The Department of Social Services is the agency identified to initially occupy the proposed space.
Background
The mission of the Department of Social Services (“DSS”) is to empower every County resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and wrap around supportive services. Ten percent (10%) of the total number of buildings footprint should be utilized for program support spaces. Supportive services will be provided on site and will be geared toward supporting families to achieve housing stability, improving quality of life and working to sustain self-sufficiency. Such spaces may include a community room, administrative area as well as a space to accommodate group dinning. DHS or one of its providers will maintain on-site control over the units. Partially occupied buildings will not be accepted.

Prince George’s County Police Division VI

The Prince George’s County Office of Central Services, Capital Improvement Program (CIP) - Special Projects Group (SPG) is seeking offers for land or existing buildings that could serve as a new police station for Prince George’s County Police Division VI. It is the County’s preference to purchase a property. The County will also consider lease or ground lease options with a preference for lease structures that include a path to ownership. The Prince George’s County Police Department (“PGPD”) is the agency identified to initially occupy the proposed space.
Background
The Beltsville Division VI Police Station is currently located at 4321 Sellman Rd., Beltsville, MD 20705. Located in the northernmost region of the County, the current location is bordered to the west by Montgomery County, to the north by Howard County, and to the east by Anne Arundel County. Communities within Beltsville - Division VI include unincorporated Laurel, Beltsville, Calverton, and Greenbelt. The respondents can submit a proposal for the sale of existing land/improvements or lease of existing land/improvements based on the program of requirements. The goal of this RFS is to identify land/space to serve as the NEW Division VI facility in a centralized location.

Prince George’s County Memorial Library System (“PGCMLS”), by and through the Office of Central Services (“OCS”) is seeking offers for land for purchase or existing buildings for approx. 20,000 to 25,000 GSF that could serve as a new branch library for Langley Park Branch Library that satisfy the criteria outlined in the above RFS. Responsive offers, among other things, should provide space that is within one building or site.
Background
The Office of Central Services is an agency of the Prince George’s County government with more than 300 skilled employees that’s mission is to build, maintain, and sustain the County’s real estate portfolio to foster economic viability, environmental stewardship and equitable inclusion across all Councilmanic Districts.
