Kevin Stephen currently serves as a Deputy Chief Administrative Officer (DCAO) on the Prince George’s County Executive’s leadership team. He supports the County Executive and Chief Administrative Officer (CAO) in managing the day-to-day operation of County government and coordinating efforts among its agencies. 

He is responsible for overseeing the Government Infrastructure, Technology and Environment (GITE) cluster.  Agencies within this portfolio include the Department of the Environment (DOE), the Department of Public Works and Transportation (DPW&T), the Department of Permitting, Inspections and Enforcement (DPIE), and the Office of Information Technology (OIT). He also serves as liaison for the Washington Suburban Sanitary Commission, Washington Metropolitan Area Transit Authority, Washington Suburban Transit Commission, and all public electric and gas utilities.

Mr. Stephen has over 30 years of leadership experience in both public and private sector, primarily supporting local, state, and federal entities. His focus of expertise has been in the areas of governance, strategy, business process management and re-engineering, program and project management, capital planning, investment control, and financial management. With respect to information technology, he has a background in asset management and enterprise architecture and has led projects involving artificial intelligence and cyber security. His public sector background includes acquisition management while his private sector experience includes business development, sales, account management, brand management, and marketing. 

Mr. Stephen has a Bachelor of Science Degree in Marketing and Finance from the University of Maryland at College Park and a Master of Business Administration from the Fuqua School of Business at Duke University. He is also a certified Project Management Professional (PMP).
