Brian L. Wilbon is a recognized leader in health and human services, with over two decades of executive experience driving innovation, operational excellence, and system transformation across public and private sectors. He has held senior leadership roles in state and local government, including Interim Secretary of the Maryland Department of Human Resources, Interim Director of the District of Columbia Department of Human Services, and Chief Operating Officer / Deputy Director for Montgomery County’s Department of Health and Human Services. In these roles, Brian led complex organizations, overseeing billions in public funding while spearheading reforms that modernized service delivery and improved outcomes for vulnerable populations.

In the private sector, Brian has served as Vice President of Innovation and Market Research at Acentra Health, and held senior positions at IBM and Optum, where he has been instrumental in developing market strategies, innovative technologies, and solutions that shape the future of health and human services delivery nationally. His expertise spans business development, legislative affairs, and product innovation, alongside a deep understanding of client engagement and account leadership.
