Prince George’s County Legislation Reforms Procurement, Boosts MBE and Local Businesses
LARGO, MD – In a recent County Council session, several pieces of new legislation were introduced and enacted or adopted. The Council Resolution below is effective as of its date of adoption. The Council Bills below will become effective in January 2026.
On November 18, 2025, Council Bill CB-100-2025 was introduced and enacted to amend provisions of Subtitle 10A regarding administrative procedures, award of contracts, prohibited types of contracts, economic development and generally relating to procurements subject to Subtitle 10A.This bill aims to provide enhancements that will streamline procurement procedures and align with best practices and industry standards.
On November 17, 2025, Council Bill CB 070-2025 was introduced and enacted. This introduces a new mandate to require a minimum of 15% participation with County-based Minority Business Enterprises (MBEs) for procurements valued at one million dollars or greater.
On November 16, 2025, Council Bill CB-088-2025 was introduced and enacted to stimulate the growth of locally owned and operated businesses by reducing the burden of fees and charges on local business. This aims to foster economic growth in Prince George’s County.
On November 4th, Council Resolution CR-086-2025 was introduced and adopted to establish the PGC Community Wealth Building Compact. This will create a voluntary public-private initiative for institutions to spend at least 10% of their total annual procurement dollars with black-owned businesses.
