Prince George’s County Centralizes Procurement Authority Under County Purchasing Agent

As of October 1, 2025, the authority for the procurement of goods and services are vested with the Office of Procurement, under the supervision of the County Purchasing Agent. Per County Executive Aisha N. Braveboy’s Executive Order No. 44-2025, all formal procurement activities are centrally managed under the Director of the Office of Procurement. 

Executive Order No. 44-2025 provides for the following: 

  1. Signature Authority for the County Purchasing Agent, giving full authority to the Director of the Office of Procurement to sign contracts and purchase orders.
  2. Centralization of Procurement Activities, including the issuing of solicitations and task order competitions. 

While this order formally centralizes procurement authority, it does not apply to purchase cardholder activities. Its scope governs procurement for goods, services, and constructions in alignment with the County procurement code.  

This Order reflects a significant shift in policy designed to overcome historical decentralization of procurement activities. It redresses lack of oversight and coordination in previous activity, which had the potential to “create duplicative processes, reduce competition, and undermine the County's commitment to fiscal responsibility and equity in contracting”.  

Centralizing under the County Purchasing Agent allows for greater compliance with law and regulation, improved oversight, and increased alignment with the County Executive’s priorities to promote accountability, inclusion, and efficiency.
