Hon. Todd M. Turner, was appointed by Prince George’s County Executive Angela D. Alsobrooks and confirmed by the Prince George’s County Council to serve as the second Executive Director of the Prince George’s County Office of Ethics & Accountability (OEA) in October 2022. The OEA is responsible for increased accountability and oversight by identifying fraud, abuse, and illegal acts and supports the Board of Ethics to exercise its authorities granted to it under the Prince George’s County Code of Ethics to promote the public’s trust of County Government and ensure the impartiality of employees and county elected officials in the execution of their duties.
Prior to serving as Executive Director, Mr. Turner served eight years as a member of the Prince George’s County Council, having been elected in the 2014 and re-elected in 2018 to serve the 4th Council District, which areas include Bowie, Glenn Dale, Greenbelt, Westchester Park and parts of Lanham-Seabrook, and Upper Marlboro.
During his service as a Council Member Mr. Turner to serve two consecutive years as Council Chair (2019-2020) and as Vice-Chair (2018). He served in various leadership capacities, including on the Transportation, Infrastructure, Energy and Environment, the Planning, Housing and Economic Development and Government Operations and Fiscal Policy committees. He previously served as Chair of the Council’s former Transportation, Housing and Environment and Rules & General Assembly Committees.
He has served on or chaired several County Council workgroups and task forces, including the Bowie State MARC Station Development Board (2014-2017), the Ad Hoc Sub-committee on the Comprehensive Housing Strategy – Housing Opportunities of All (2016-2018), the Food Security Task Force (2020-2021) and the Responsible Legacy Work Group (2020–2022). During his two-terms on the Council he successfully worked on enacted of the new County Zoning Ordinance and Countywide Map Amendment, the first major rewrite of the County development law in 50 years, short-term rental legislation and updates to the Bowie, Mitchellville & Vicinity Master Plan.
Council Member Turner represented the County Council on the Washington Suburban Transit Commission (WSTC) and as a member of the Maryland Association of Counties (MACo) Legislative Committee and Large Counties Coalition. He also represented the Council on DMV Regional Congress and its predecessor organization the Connected DMV COVID-19 Strategic Renewal Task Force. He formerly represented the Council on the Washington Metropolitan Council of Government’s (WMCOG) Board of Directors, and the National Capital Region Transportation Planning Board (TPB).
Prior to his election to the Council, Turner served as a Legislative Officer for the Prince George’s County Council (2007–2014) where he staffed the Council’s Transportation, Housing and Environment and Rules & General Assembly Committees. Council Member Turner is a graduate of the Academy of Excellence in Governance at the Institute of Governmental Service of the University of Maryland (2017), the Leadership Greater Washington class (2017), and the Leadership Prince George’s class (2012). In addition, he is a recipient of the Elizabeth and David Scull Metropolitan Public Service Award from the Washington Metropolitan Council of Government (2014).
In addition, he served as a Council Member for the City of Bowie (2005–2014), representing the 3rd Council District (2005-2011) and as an At-Large member of the Council (2011-2014). He served as Mayor Pro Tem from 2007 – 2009, becoming the first African American to hold the position in the City’s history. He also represented the City on the National Capital Region Transportation Planning Board (TPB), where he served as Chair (2012).
Turner held the position of Director of Constituent Services for Prince George’s County Council Member Douglas J.J. Peters (4th District), (2002-2006) where he was responsible for constituent services, community outreach and media relations. He previously served as a Special Assistant in the Office of the former Maryland State Senate President Thomas Mike V. Miller, Jr. (27th District) as a legislative analyst with the Senate Committee responsible for oversight on education, health, and environmental legislative issues before the Maryland General Assembly (2002).
Mr. Turner is a graduate of the City University of New York School of Law at Queens College (C.U.N.Y.). While in C.U.N.Y., he was a recipient of the NAACP Legal Defense and Education Fund's Earl Warren Scholarship, a Bronx County Black Bar Association scholarship and he held several intern positions, including the Office of the NYC Comptroller (as a grant recipient from J.P. Morgan), the N.Y.C. Office of Management and Budget, and the Community and Economic Development Unit of Brooklyn Legal Services. Council Member Turner is admitted to the bar in New York, Maryland, and the District of Columbia.
Turner has his undergraduate degree from Lafayette College of Easton, Pennsylvania with a Bachelor of Arts degree in Government & Law, and minor in History, where he was a member of the Dean's List, the National History Honors Society and was a four-year recipient of the "Say Hey" Willie Mays Scholarship.
Mr. Turner, the youngest of three children of late Mrs. Diana and Mr. Roland Turner, was born and raised in New York City and is a twenty-plus year resident of Prince George’s County. He and his wife, Anita Gauhar Turner, reside in Bowie with their two daughters – Rachel and Maya – both graduates of Prince George’s County Public Schools.
