Dr. Stephanie Stanard, Member

Dr. Stanard is the President/CEO of SOS Human Capital Solutions, LLC (SOSHCS), a human resources and management consulting company offering a broad range of services that help organizations achieve their business objectives by planning and executing innovative workforce interventions, and solutions. These services include and are not limited to targeted recruitment, executive coaching, climate reviews, training needs assessments, and moving services. As a Minority and Woman Owned Small Business with offices in Maryland and the District of Columbia, SOSHCS is committed to excellence and flexible solutions for all clients.


Dr. Stanard also serves the Senior Executive Director for the Office of the Principal Deputy to the Chief Operating Officer (PDCOO). In this role, she leads the Mission Support Group and oversees five Mission Support Directorates to include Acquisitions, Finance, Strategic Communications, Management Services, and Enterprise Technology. Her duties include ensuring mission support functions collaborate with Student Experience and Aid Delivery, Partner Participation and Oversight, Strategic Measures and Outcomes, and Strategy and Transformation to deliver strategic focus, economies of scale, and synergy to improve support services across the enterprise.   


Prior to this, Dr. Stanard was the Acting Deputy Assistant Secretary for Management and Planning, Office for Civil Rights, Department of Education where she was the principal management and planning official responsible for overseeing and directing all areas of planning, developing, and implementing the budget, operations, and administrative policy. She also served as FSA’s Human Resources (HR) Director and Advisor to the Chief Administration Officer and PDCOO, managing human capital services and HR teams to deliver efficient and cost-effective operations, and an Adjunct Instructor in the School of Professional Studies, Department of Behavioral Sciences & Human Services, Human Resource Development (HRD) Program.


Her other key leadership roles include Director of Management Services, Executive Officer, Chief of Staff, Deputy Director of Human Resources, Chief of Executive Resources, and Program Manager for the Office of the Director of National Intelligence, Central Intelligence Agency, U.S. Postal Service, and the Federal Deposit Insurance Corporation. 


Dr. Stanard holds a Doctor of Philosophy in Human Development, certificate in Leadership Development from Virginia Polytechnic Institute & State University (Virginia Tech), Bachelor of Science in Journalism, and a Master of Arts in Organizational Communication with a minor in Human Resource Management from Bowie State University. 


She is also a member of the Board of Directors for the Revenue Authority of Prince George’s County (PG), MD; Board of Directors, Sowing Empowerment & Economic Development SEED), Riverdale, MD; former Commissioner for the Charter Review Commission & Compensation Review, PG County, MD; and a former member of the Local Development Council, MGM National Harbor, PG County, MD.


She is married to Sherrod Stanard, a graduate of Bowie State University and they have five daughters (Brianna, Bijon, Starr, Simone, and Sherron), two one grandsons (Christian and Byson), and one granddaughter (Aria).
