David J. Byrd

David J. Byrd is a seasoned public servant and nationally recognized leader in government operations, economic development, and public policy. He currently serves as Acting Director of the Office of Central Services for Prince George’s County, Maryland, where he leads efforts in procurement, facilities, fleet management, and sustainable government operations.

Mr. Byrd brings more than 30 years of experience across local, state, and federal government. Most recently, he was appointed by the U.S. Secretary of Commerce as the 18th National Director of the Minority Business Development Agency (MBDA), where he oversaw federal grant programs and national initiatives supporting minority-owned businesses.

His career includes several senior-level federal appointments, including Deputy Assistant Secretary for Policy Development at the U.S. Department of Housing and Urban Development and Associate Commissioner for External Affairs at the Social Security Administration. He also served as a key member of the Trump Presidential Transition Team, where he helped lead executive appointments and strategic agency planning efforts.

Locally, Mr. Byrd previously served as Deputy Chief Administrative Officer for Prince George’s County from 2006 to 2011. In that role, he managed core government functions, including public infrastructure, environmental services, internal operations, and economic development. He also represented the County on the DC Water Board of Directors, serving as Vice Chair.

A lifelong advocate for public service, Mr. Byrd has also held positions with the Maryland Lt. Governor, the New Jersey Department of State, the U.S. Department of Education, and the Joint Economic Committee of the U.S. Congress. He founded and led Byrd’s Eye, LLC, a consulting firm specializing in executive coaching, political strategy, and government relations.

Mr. Byrd has been widely recognized for his service, including being named “Champion for Minority Business” by BMoreNews.com and nominated by the County Executive to chair the Maryland-National Capital Park and Planning Commission. He comes from a legacy of civic engagement, with family members who have served at all levels of government—including the White House, state legislatures, and public safety leadership.

Mr. Byrd brings to the Office of Central Services a leadership philosophy centered on excellence, innovation, and inclusive progress. His return to Prince George’s County government reflects his commitment to driving forward the mission of service, integrity, and operational excellence for all who live, work, and do business in the County.
