[ARCHIVED] HIP Works to Build Affordable Housing

One of the non-profit real estate developers providing affordable housing in the County is Housing Initiative Partnership (HIP). HIP buys and substantially rehabs, or sometimes tears down and builds new, vacant single-family homes.

The Community Development Block Grant (CDBG) program, administered by the Prince George's County Department of Housing and Community Development (DHCD)’s Community Planning and Development Division, provides annual grants on a competitive basis, to eligible municipalities and non-profit organizations. The program is intended to develop viable urban communities by:
• Providing decent housing
• Providing a suitable living environment
• Expanding economic opportunities, principally for low and moderate-income persons.

Prince George’s County receives approximately $4.5 million annually from the U.S. Department of Housing and Urban Development (HUD) in CDBG funds to finance a wide range of activities. The general public is notified when these funds are available and proposals are solicited from non-profit organizations and municipalities to be considered for funding.

HIP buys and substantially rehabs — or sometimes tears down and builds new — vacant single-family homes in inner-beltway neighborhoods. These homes typically require extensive work and are practically new when completed. HIP has transformed homes in Palmer Park, District Heights, Suitland, Largo, Capitol Heights, Fairmont Heights, Seat Pleasant, Temple Hills and more.

“HIP has been a steadfast partner in providing affordable housing in Prince George’s County,” says Eric C. Brown, Director, Prince George's County Department of Housing and Community Development. “We appreciate the hard work and craftsmanship that goes into each home they build or rehabilitate.”

In an average home, HIP will replace all major systems (roof, gutters, furnace, central air, hot water heater) and replace or make major improvements to the electrical system. In addition, HIP will replace the kitchen and bathroom(s), install all new appliances (garbage disposal, dishwasher, refrigerator, stove, washer and dryer), and replace all electrical fixtures and flooring. HIP places special emphasis on energy and water efficiency as well as the use of sustainable, healthy materials. HIP’s signature feature is the addition of a front porch. Not only does the porch dramatically improve the curb appeal of the home, it also encourages the new owners to sit out front of their home and get to know their neighbors and the community.

The new or renovated homes are affordable to families earning 80% or less of the area median income.

Requirements for purchasing one of HIP’s Homes
1. First-time homebuyer. Buyers may not have owned property within the last three years.
2. Households must earn 80% or less of the area median income based on household size.
3. Buyers must complete homeownership counseling with HIP.
4. Buyers must qualify for financing through a conventional lender, the state of Maryland, or Prince George’s County. HIP will assist families with this process through its homeownership counseling program.
