[ARCHIVED] RFQ to Develop a Retirement Community at Abandoned 60-Acre Hospital Site

Largo, MD --- The Redevelopment Authority of Prince George’s County (RDA) is looking for a qualified real estate developer interested in turning an abandoned 60-acre hospital site in Glenn Dale, MD into a viable continuing care retirement community (CCRC). The RDA is issuing the Request for Qualifications (RFQ) on behalf of the Maryland-National Capital Park and Planning Commission (M-NCPPC), the current owner of the Glenn Dale Hospital site.
The historic Glenn Dale Hospital site has been vacant for more than 30 years and is now listed on the National Register of Historic Places. In-depth market studies determined that there is sufficient market depth to support a CCRC and recommended 325-375 units at all levels of care, which include: independent living, assisted living, memory care and nursing beds. The property contains 450,000 square feet in 25 buildings, including a five-story adult hospital, a three-story children’s hospital and many small structures.
“Our plan is to get this RFQ in front of the kinds of developers who routinely produce this type of project in order to get the best chance for quality responses,” says Howard Ways, Executive Director of the Redevelopment Authority. “This is a big project---$200 million, 60 acres, a historic preservation adaptive reuse, so it’s an extremely complex project.”
The RFQ is the initial phase of a two-step process to select a qualified development team and explore the financial feasibility of a CCRC use. If selected, in Phase II, the development team will execute a letter of intent and be required to make a $25,000 refundable deposit to explore the feasibility of adaptively reusing the property as a CCRC with complementary uses. If the project is deemed feasible, the development team will be required to obtain final project approval from the Board of MNCPPC, current owners of the site and negotiate and execute a development agreement with an approved project concept plan, budget, development timeline, acquisition price and property transfer schedule.
A Pre-Response Meeting and Tour will be held on Monday, April 11, 2016. All questions must be in writing and submitted by Monday, April 25, 2016.
