Candidate Filing - 2022 Gubernatorial Primary Election

 

Candidate filing for the 2022 Gubernatorial Primary Election begins: February 23, 2021. The candidate filing deadline is Friday, April 15, 2022 at 9:00 p.m.

 

You must be a registered voter and a resident of the district for which you are filing.

Redistricting Notice PLEASE READ:

With the completion of the 2020 census, Maryland is required to draft and enact new district lines. Currently, the process is underway but not finalized.  The Certificate of Candidacy filed will not reference or reflect the new district.  If necessary, your candidacy will be changed to the new district once enacted.  This will be completed by the Maryland State Board of Elections (SBE).  Please check the candidate list periodically to see if your district was changed.  

Filing Requirements for Candidacy


Federal and State Offices are filed at the State Board of Elections. The following County and Central Committee Candidates must be filed at the Prince George's County Board of Elections:

                  County Council
                  State's Attorney
                  Clerk of the Circuit Courts
                  Register of Wills
                  Judges of the Orphan's Court
                  Sheriff
                  Board of Education - Districts 2, 3, 6, and 9
                  Democratic Central Committee
                  Republican Central Committee

 

In an effort to minimize potential COVID exposure, we will only accept filing information via email at BOECandidateFiling@co.pg.md.us or fax to 301-341-7391.  Once we receive completed documentation, we will contact you to make an appointment to finalize the process.

 

Every candidate will need to submit:

  • Statement of Organization  - completed electronically on the Maryland Campaign Reporting Information System (MDCRIS)

  • Financial Disclosure Confirmation Information

  • Filing Fee

  • Copy of Driver’s License

Financial Disclosures

IMPORTANT:

Financial disclosures are completed for the previous calendar year.  Any candidate that files for office during calendar year 2021 MUST file an updated financial disclosure after January 1, 2022.  The State Board of Elections requests that updated disclosures are filed prior to the candidate filing deadline (no later than March 4, 2022). If an updated financial disclosure is not received, the candidate will be removed from the ballot (see: 2021-2022 Financial Disclosure Notification).  If you have any questions about the disclosures, please contact the appropriate agency where they are filed.


For County Executive and Council:

All financial disclosure statements must be filed electronically on OEA’s web portal which will navigate you to the site to create a personal account at:  https://pgcgovtportal.force.com/oea/PGC_OEA_Login.

New users should register an account. Usernames are automatically generated from the system and include (.oea) at the end of the e-mail address used during registration. Prospective officeholders may either file a Financial Disclosure Statement per County Code or Financial Disclosure Affirmation if they have already filed a financial disclosure with the State of Maryland.

Candidates should file with the PDF Form. Only one completed copy is needed.  Disclosures do NOT need to be notarized and are being accepted via email to Debbie Kaminski (410) 260-1271. Hard copies will not be accepted. You can also contact Ebonye Caldwell (410-260-1289) if you have any questions.


For State’s Attorney, Sheriff, Register of Wills, Clerk of the Circuit Court and Sheriff:    

State Ethics Disclosures are filed electronically at: https://efds.ethics.maryland.gov/               

Once the disclosure has been completed, be sure to continue "clicking" or follow the red
button (at the bottom right), to retrieve your confirmation.  Include this confirmation when you submit your information to us.  

Note:  Effective October 1, 2017, candidates for certain State offices (State’s Attorney, Sheriff, Register of Wills and Clerk of the Circuit Court) will no longer be permitted to use a paper format for filing their financial disclosure statements.  They must use the Commission’s electronic system.

Filing Fee


There is a filing fee of $25. The fee for Central Committee is $10. The fee must be paid by either credit card, check, money order or cash.

Campaign Account


Prior to filing Certificate of Candidacy, each candidate must file a campaign account. A campaign account is established by filing a Statement of Organization with the State Board of Elections on the
Maryland Campaign Reporting Information System (MDCRIS).
