Housing and Community Development

The Department of Housing and Community Development is comprised of three governmental agencies: The Department of Housing and Community Development, which include the Community Planning Development Division and the Housing Development Division, as well as the Housing Authority (HA) and the Redevelopment Authority (RDA).

The Housing Authority and the Redevelopment Authority are quasi-governmental agencies, whereas the Department of Housing and Community Development (DHCD) serves as the County chartered department responsible for the administration of the U.S. Department of Housing & Urban Development (HUD) entitlement programs, including Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and the Emergency Solutions Grant (ESG) at the local level.
