​On Wednesday, August 20, 2014, the Prince George’s County Contracts & Procurement Division issued Bid No. S15-003, a Request for Qualifications (RFQ) to solicit proposals from qualified firms to provide Information Technology (IT) related Consulting and Technical Services II (CATS II) for Prince George’s County Government, under a contract administered by the Office of Information Technology (OIT).

The Master Contract resulting from this RFQ will provide County agencies with the flexibility of obtaining IT resources by issuing Task Order Proposal Requests (TOPR) or Requests for Resumes (RFR) specific to their respective needs. 

IMPORTANT NOTE: The TOPRs issued under the current CATS vehicle will end on July 31, 2015.  New TOPRs that have a planned performance period ending after that date will be issued under CATS II.  Therefore, any current CATS Master Contractor who would like to continue to participate, must respond to this RFQ and be awarded.

 

Overview

The objective of this Master Contract is a follow-up to the original CATS master contract vehicle that was issued on August 1, 2012 to 72 companies, enabling Prince George’s County government to procure IT consulting and technical services in a timely and economical manner. By utilizing CATS II for Prince George’s, the County will have a flexible means of working with industry to obtain IT resources quickly, efficiently and cost effectively by issuing task orders specific to its needs.

The solicitation is broken down into the following seven (7) functional areas:

  • Program Management Office
  • Application/Software Engineering
  • Datacenter/Facilities Management
  • Service Desk Support
  • Enterprise Architecture and New Technologies 
  • Information Security
  • Documentation and Technical Writing

Contractors will have the opportunity to submit a proposal outlining their proven ability to partner with the County in those respective areas.  The highest rated contractors will be awarded the Master Contract in their functional areas based on evaluation criteria outlined in the RFQ.

Key solicitation dates are as follows:

  • RFQ Issue Date – Wednesday, August 20, 2014
  • Pre-Qualifications Conference –  Thursday, August 28, 2014 at 10 am and 2pm
  • Closing Date – Tuesday, September 23, 2014 at 3pm

The Master Contract will function similar to an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, which will allow the County to issue task orders to contractors that have been successful in bidding on task orders in their respective functional areas.

Subsequent Task Order Purchase Requests (TOPRs) will be emailed to CATS II for Prince George’s contractors based on the designated functional area of the proposed task order.  The task order will be awarded based on the number of proposed hours or Level of Effort (LOE) to complete the work, technical approach and the qualifications of the proposed technical resources to complete the project.
