Divisions

Administration Division

 The Administration Division directs and coordinates oversight of the activities necessary to administer the County’s human resources policies and operations, including:

• Human Resources Policy Guidance, Interpretation and Advice

• Human Capital Management

• Labor Negotiations

• Information Technology

• Budget Formulation and Expenditure Analysis

• Payroll Management

• Procurement

• Legislation

• Oversight of the Disability Leave and Return to Work Programs

 The Division also provides centralized coordination and policy guidance for operating programs within the Agency, along with advising the County Executive, County Council and other County agencies on personnel policy and employment law.

 

Recruitment, Examination and Classification (REC) Division

The Recruitment, Examination and Classification Division supports a merit-based employment program for the County government through services including classification and compensation, recruitment, staffing, examination, test development administration, and oversight of the Summer Youth Enrichment Program.

Public Safety Investigations (PSI) Division

The Public Safety Investigations Division conducts comprehensive background investigations required for all civilian and sworn applicants for the County’s five public safety agencies: Police, Sheriff, Fire/EMS, the Department of Corrections, and the Office of Homeland Security.

Employee Services and Labor Relations (ESLR) Division

The Employee Services and Labor Relations Division provides a variety of human resource services to address the needs of County employees. The Division's responsibilities include, but are not limited to: assisting with the interpretation of the County's Personnel Law, Personnel Procedures and labor agreements; handling grievances; overseeing the disciplinary process, performance management, and training and career development, including New Employee Orientation; updating personnel policies and procedures; processing personnel action; and compiling annual statistical reports.

Benefits Administration Division

The Benefits Administration Division administers and manages health benefit programs for County employees and retirees including: medical, dental, vision, prescription, life insurance, long-term disability and Employee Assistance Program (EAP), and oversees the Wellness Program.

Pensions and Investments Division

The Pensions and Investments Division is responsible for the supervision and management of the retirement related programs for the County, including administrative oversight of the pension plans’ funds under investment and providing financial education seminars to assist employees in making informed decisions about their retirement options. ​​
