Transforming Neighborhoods Initiative (TNI)

A Message From County Executive Rushern L. Baker, III
Recently we launched our Transforming Neighborhoods Initiative (TNI). This initiative focuses on uplifting six neighborhoods in the County that face significant economic, health, public safety and educational challenges.
TNI grew out of last year’s successful Summer Crime initiative, a police-directed endeavor that put extra resources in five neighborhoods acutely affected by violent crime. We evaluated data collected and determined that we could have a greater impact on raising the quality of life in areas deemed most in need of help by taking a more holistic approach to addressing the challenges of troubled communities. Brief Overview of TNI
The Transforming Neighborhood Initiative (TNI) is an effort by the County to focus on uplifting six neighborhoods in the County that face significant economic, health, public safety and educational challenges. Through this initiative, the County will improve the quality of life in those neighborhoods, while identifying ways to improve service delivery throughout the County for all residents.
Goal
To achieve the County Executive’s Vision of a Thriving Economy, Great Schools, Safe Neighborhoods and High Quality Healthcare by targeting cross-governmental resources to neighborhoods that have significant needs. Read More.
Objective
The objective is to improve key indicators in the targeted areas. These indicators include violent crime, property crime, 3rd grade and 5th grade reading and math scores, school absentee rates, foreclosure rates, concentrations of Section 8 housing, income levels, pedestrian deaths/injuries and residents on public assistance. At different times, and perhaps in different locations, some indicators may be more important than others. These indicators will impact the major indicator of neighborhood health -- property values -- which we will also track over time. (Note these indicators are not all inclusive, but they are the ones that were available to us at the neighborhood level (Census Designated Place (CDP). We are open to adding indicators if the data is available by CDP).
