1. What is the American Recovery and Reinvestment Act (ARRA)?
ARRA is a federal act passed by Congress and signed into law by President Barack Obama on February 17, 2009 that is intended to stimulate both the national and local economies through projects designed to create or save jobs and to invest in local infrastructure.
2. What is infrastructure?
Infrastructure, as it relates to projects within the Department of Public Works and Transportation and ARRA funding, includes roadways and the local transit system, TheBus.
3. How were local transportation projects selected by the Department of Public Works and Transportation?
Projects first had to be identified as federal-aid eligible and basically “ready-to-go” out for bid, meaning that all major pre-construction steps had been completed. After review of potential projects and discussion among elected leaders at the state, county and municipal levels, as well as input from communities, projects were selected.
4. What does federal-aid eligible mean?
Federal-aid eligible means that the projects were designated and qualified through pre-existing state and federal criteria.
5. How will the ARRA transportation funds be spent in the county?
• $6.9 million has been allocated for the purchase of 20, heavy-duty bus replacements for the county’s TheBus system.
• Nearly $7.4 million has been allocated to repair/resurface roadways.
6. How were the roadways selected?
Roadways selected were identified through the county’s comprehensive pavement management, which provides an inventory or all roadways and prioritizes repair needs.
Municipalities with federal-aid eligible roadways also were included in the selection process.
7. When will the roadway work begin?
Contracts to perform the work are scheduled to be advertised for construction bids this fall, with actual construction scheduled to being in the spring of 2010.
