In the 2007, disease reporting statistics from the Maryland Department of Health and Mental Hygiene indicated a dramatic increase in positive cases of the sexually transmitted disease syphilis. There was also a dramatic increase in the number of positive HIV cases for the same population.

As a result, the Baltimore/Washington Area Stakeholders Group was formed. The mission of the Stakeholders Group is to collaborate on outreach activities in a regional effort to reduce the number of overall cases of syphilis, HIV and other sexually transmitted diseases (STDs).
