The Strategic Management Bureau consists of Community Policing Institute, Community Capacity Development, Personnel Services, and Policy Research, Management, and Accreditation Division. Psychological Services and Disciplinary Review are also under this management.

The Community Policing Institute consists of; Basic Officer Training, Advanced Officer Training, Citizens Police Academy, Professional Development, Weapons & Survival Skills and Leadership Training & Roundtable on Ethics & Integrity. It is responsible for the training of new recruits and the advanced training of all sworn and civilian members.

Community Capacity Development consists of Environmental Crimes Section, Advisory Committee, Citizens Services Manager, and the Police Chaplains. The Environmental Crimes Section is responsible for complaints of junked vehicles, trash dumping and other environmental issues. The Police Chaplains are representatives of various denominations available to sworn and civilian members of the Department to provide spiritual help, guidance and counseling. The Police Chaplains have committed themselves to providing opportunities for all members to meet with them in the Police Services Complex Chapel to share a moment of reflection and prayer. They also participate in ride-a-longs, attend roll calls and special events.

Personnel Services consists of Personnel Administration, Recruiting Section, Applicant Investigations, Testing & Standards, Performance Appraisals, EEOC / Labor Relations, and Risk Management. It is responsible for the management of all employee matters from hiring to separation from the Police Department.

The Policy Research, Management, and Accreditation Division consists of Policy & Management Analysis, Accreditation Section, and Research & Program Development. As the name implies it is responsible for the research, evaluation and management of Departmental policies and programs. The Accreditation Section works year around toward maintaining a national standard of requirements for law enforcement agency operation and recognition.
