The Civilian manager for this office is responsible for the maintenance and administration of the Fire/EMS Department fleet. The personnel assigned must have a thorough knowledge of office practices, procedures and methods, and their efficient application. Additionally, they must have both experience and a mechanical knowledge of Fire/EMS apparatus and equipment in order to establish policies and procedures that affect the entire Department.

  • Ensures blanket purchase orders are sufficiently funded in order to prevent any interruption of service
  • Develops detailed specifications for fire/rescue apparatus purchase
  • Oversees the major repairs and maintenance procedures including
  • Coordinates breathing apparatus repairs/maintenance

This office is responsible for:

  • Budgetary, payroll, grant and fiscal management compliance and accountability
  • Annual operating budgets (career and volunteer) preparation, analysis, system input and reporting
  • Fiscal management of the Department’s operational and administrative needs, including recording, approval and reporting of expenditures and revenues
  • Preparation of financial reports, statistical reports, projections, status updates and related analysis
  • Payroll accountability verification, monitoring, processing and reporting
  • Processes, monitors, authorizes and reviews all accounts payable and receivable for career and volunteer elements
  • Researches, writes, prepares, files, tracks and manages grants
  • Analyzes need, writes, coordinates, submits and tracks all contracts, memorandums of understanding and agreements
  • Compiles and files compliance reports, expenditure worksheets and conducts reconciliation to monthly financials for contracts and grants

The Human Resources office is responsible for:

Information Management

The Information Management office Administers all Information Management programs in the Fire/EMS Department. The Division serves as liaison between the Fire/EMS Department and the Office of Information Technology and Communications (OITC) as it relates to the development, enhancement, and maintenance of the Department’s software applications and servers. The Division also has the responsibility of developing, implementing, and administering policies to ensure the integrity, confidentiality, and availability of the Department’s data resources and automated system components. The functional area also serves as the Department’s Custodian of Records.

Most of the activities in Information Management are performed based on the following governances:

  • Prince George's County Code, Subtitle 11, Section 11-156

  • Maintains and administers the Fire/EMS Incident database (Zoll Data Systems Fire Records Management System)
  • Maintains and administers Principal Decision Systems International (PDSI) Telestaff application
  • Maintains and assists with the administration of ArcBridge FireSolv Fire Planning Tools
  • Ensures that adequate training programs are in place so that personnel are properly trained on all computer hardware and software systems installed.
  • Designated “Help Desk” for the Fire/EMS Department, troubleshooting computer problems/issues.
  • Responsible for the issuance and maintenance, of the Department’s cell phones and associated calling plan.
  • Maintains, analyzes, troubleshoots and repairs computer systems, hardware and computer peripherals. Documents, maintains, upgrades or replaces hardware and software systems as applicable.
  • Supports and maintains user network and email account information including access rights, security levels and appropriate workgroups.
HIPPA Compliance
  • Maintains HIPAA compliance of systems and programs.
  • Assesses the privacy standards set forth in the HIPAA regulations and designs and implements systems, processes, programs and procedures to ensure Departmental compliance.
  • Drafts pertinent correspondence and recommendations, responding to inquiries, research and preparing reports.
  • Trains Fire/EMS personnel on HIPAA compliance issues. Develops educational tools for all Department employees. Monitors compliance.
Custodian of Records
  • Researches, processes, and analyzes Fire and EMS data so that it can be used to make informed management decisions.
  • Processes requests for information and reports for the public, the Department and other agencies.
  • Answers and coordinates information released in response to subpoenas for the state and county government.
  • Assists with the ensuring the proper entry of the Electronic Patient Care Reports (ePCR) reports for submittal to the Maryland Emergency Medical Services Systems (MIEMSS).
  • Maintains and stores highly confidential Fire and EMS reports and serve as the Department’s Custodian of Records.

Logistics and Supply

The Office of Logistics and Support Services is charged with the responsibility of ensuring that all elements of the Department are provided with supplies and/or services to efficiently operate during emergency and non-emergency situations. Logistics & Support Services is responsible for the distribution of all Department mail, orders, documents and special notices to all Fire/EMS Department locations on a daily/weekly basis, that will provide communications to improve the mission of the Department. Periodically review routes and procedures to ensure that equipment and mail is received in a timely manner.

This office is responsible for:
  • Quality control assurance regarding repairs and maintenance on all Fire/EMS Department buildings and facilities performed by Office of Central Services/Facilities Operations and Maintenance (OCS/FOM) and outside contractors
  • The security and storage of all Department files
  • The rental of any specialized equipment needed during any major incidents
  • The rental of any equipment needed during training exercises and special events \
  • The supervision and acquisition of equipment, supplies and services for the Fire/EMS Department
  • Coordinates the maintenance repairs of fire stations/offices with Office of Central Services/Facilities Operation Maintenance and outside contractors (47 fire stations)
  • Responsible for writing specifications on protective clothing, uniforms, equipment, supplies and services which are utilized by the Department and on contract with the County
  • Oversees all requests for printing, purchase requests, and credit card purchase orders
  • Attends all Fire Commission meetings to coordinate volunteer purchases and report on construction projects for fire stations
  • On 24-hour call, 7 days a week and remains available through radio and cell phone contacts
