This division of the Legislative Branch, under the direction of the Council
Administrator, provides professional staff support for all Council functions
and activities. Under the direction of the Council Administrator who is
appointed by the County Council staff from this division coordinates and
interacts with all other divisions of the Legislative Branch including
Clerk to the Council, Audits and Investigations, Zoning Hearing Examiner,
and Board of Appeals. Staff drafts, reviews, and researches all Council
Members requests for legislation to amend the County Code or the County
Zoning Ordinance. Legislative proposals by the County Executive are presented
as a courtesy by the Chair of the County Council and are reviewed by the
staff as well. Staff assures that legislative proposals are in the proper
format and in proper legal form. Staff works to insure that the goal or
objective of the Council Member is accomplished in the content of the
proposed legislation. The County Council's four Standing Committees:
- Health, Education and Human Services (HEHS)
- Planning, Zoning and Economic Development (PZED)
- Public Safety and Fiscal Management (PSFM)
- Transportation, Housing and The Environment (THE)
are all staffed by this division, as well as, the Rules Committee, the General Assembly Committee, and any Committee meeting of the Whole Council (COW). The Administration staff also coordinates, reviews and makes recommendations together with staff from the division of Audits and Investigations on the annual operating and Capital Budgets reviewed by the Prince George's County Council. Any amendments proposed during the course of the fiscal year to any of these budgets are also reviewed by this staff.
Other responsibilities include the coordination of the activities of the County Council sitting as the
District Council on legislative matters involving comprehensive planning
and zoning map amendments including the General Plan, Area Master Plans,
Sectional Map Amendments, and special area plans.
Council Administration also coordinates with the divisions of the Clerk of the Council, the
Zoning Hearing Examiner, and the Board of Appeals on the quasi judicial
planning and zoning functions of the County Council sitting as the
District Council which include piecemeal rezonings, special exceptions and
variances.
Council Administration is also responsible for coordination of
the functions of the County Council sitting as the Board of Health in
matters relating to public health including Certificates of Need for
health services organizations (public and private) that desire to provide
new hospital services in the County. In addition, Council Administration
staff serve as the Council's designated representative to the Dimension
Health Services Corporation which is a non-profit organization responsible
for the day to day operation of the County's three public hospitals
(Prince George's General, Bowie Health Center and Greater
Laurel-Beltsville).
All Press and Public Relations functions of the County
Council are also performed by central professional staff working in
Council Administration.
