The Employee Services and Labor Relations Division provides a variety of human resource services to address the needs of County employees. The Division prepares amendments to the Prince George's County Personnel Law and communicates with County agencies regarding the update and use of the Personnel Law and Personnel Procedures.
The Division is divided into three core function areas, which service our workforce: Employee Relations and Compliance, Records Management, and Training and Career Development.
The Employee Relations and Compliance section is responsible for handling grievances, disciplinary actions, counseling employees, updating personnel policy and procedures, processing personnel actions, administering the Alcohol and Substance Abuse testing programs, overseeing the County's Employee Assistance Program (EAP) and its Equal Employment Opportunity Plan, performance management, the employees' incentive and service recognition programs and compiling annual statistical reports.
The Records Management section is responsible for issuing County employee identification cards, verifying County employment, assisting new employees with the completion of tax forms and other documents, employee position records management and maintaining records for all County active and inactive employees.
The Training and Career Development section is responsible for conducting the new employee orientation, developing the County's annual training plan and publishing the Training Catalog, ensuring that mandatory compliance training is offered, managing the Public Policy Fellows Program, and offering professional development opportunities.
Pursuant to the County Charter Section 908 and the County's Labor Code, employees of Prince George's County have the right to organize and bargain collectively over their wages, hours and other terms and conditions of their employment through representatives of their own choosing. On behalf of the County Executive, the Labor Relations section negotiates and administers the County's labor agreements with County collective bargaining agents and serves as the County's liaison to organized labor in the public and private sectors. Additionally, this office assists and advises County departments on matters of employment law and the administration of their collective bargaining agreements. The section also oversees the administrative operations of the Public Employee Relations Board and the Wage Determination Board.
The Prince George's County Public Employee Relations Board is required to "promote harmonious and cooperative relations between government and its employees and protect the public by assuring effective and orderly operations of government." The Board is divided into three separate panels: the Representation Panel, the Unfair Labor Practices Panel and the Impasse Panel. Each has three members, with one member serving as chairperson of the panel. The three panel chairpersons select from among themselves a chairperson of the entire Public Employee Relations Board. The Board members are named by the County Executive from lists submitted by the American Arbitration Association and the Federal Mediation and Conciliation Service and are confirmed by the County Council.
The Wage Determination Board, mandated under Section 1009 of the Charter, holds hearings and conducts studies to ensure that private contractors working on County projects employ competent, qualified personnel and that the wages, including the Building Construction Wage Rates and the Highway Construction Wage Rates, paid by these contractors are comparable to area standards. The Board, through its Contract Compliance Officers, conducts on-site inspections of County construction projects and interviews workers on those projects in order to monitor contractor compliance with the prevailing wage law.
