OVERVIEW
Charter for Change is one of the County’s tools to improve the efficiency and effectiveness of services that are provided to the County’s citizens and residents. In addition, Charter for Change is a resource to communicate data and information to citizens and residents in order to ensure Prince George’s County is transparent and accountable. Charter for Change utilizes a continuous improvement process with the following phases: plan, allocate resources, deliver services, measure, and evaluate.
Plan
The purpose of the planning process is to define and communicate what an organization intends to achieve using all of the funding sources received. A clear and well written plan focuses the organization on what it is working to accomplish. Planning includes a vision for the County and strategic plans for agencies.
Allocate Resources
The County's budget is a plan to allocate the tax dollars collected from citizens and residents to operate services. The County’s budget process utilizes the County’s plans and measures to guide decisions to focus scare resources on delivering efficient and effective services. Budgeting in this manor is analogous to customers purchasing results. This is because the County’s customers are paying taxes to receive specific and positive benefits from the services delivered by the County.
Deliver Services
Service delivery is what your county government services do on a day-to-day basis – responding to 9-1-1 calls, immunizing patients, processing requests, etc. As services are delivered, county agencies are responsible for reviewing service delivery using their plan and performance measures - enabling improvements to provide results to our customers.
Measure
Throughout the year, agencies are required to measure how well services are being delivered. Agencies collect data on the resources, workload, demand, production, efficiency, quality, and effectiveness of their services. This information can then be used to inform plans, resource allocation decisions, service delivery, and evaluation.
Evaluate
The evaluation of data occurs at regular meetings during the year with the County Executive's Office, agencies, and Office of Management and Budget. In these meetings, an agency’s performance and plan are reviewed and evaluated to identify and establish methods to improve service delivery. These meetings are the County’s “Stat” meetings entitled the Executive Management Assessment Program (EMAP).
