Commission for Individuals with Disabilities

Chair: Sandra Kellstrom
Sandra Guntert Kellstrom is a Certified Therapeutic Recreation Specialist with over 20 years of experience in the clinical and community settings. She currently serves on the Commission for Individuals with Disabilities as an agency representative for Maryland-National Capital Park and Planning Commission, where she is employed as a Therapeutic Recreation Specialist, Training and Resource Coordinator. Prior to her current position, she worked as Therapeutic Recreation Program Coordinator, Inclusion Specialist, Recreation Therapist, and Director of Recreational Therapy.
In her current duties Sandra provides information and resources on disability programs and services for the Department of Parks and Recreation. She strategically plans and coordinates disability community outreach efforts and makes presentations to groups of all sizes. Sandra coordinates staff trainings which are comprehensive and address a variety of disability topics. These duties combined with her special interest, training, and educational background has enabled her to be a strong advocate with the disability community and have allowed her to make significant contributions.

Vice Chair: Barbara Harris
Mrs. Harris has extensive experience as an educator, teacher and counselor for more than 30 years. This includes professional expertise in the areas of higher education, community outreach and public education. She received her masters in Human Relations and Counseling, Bachelors in Psychology and Certification in Guidance. Her community and, organizational leadership experiences include being elected to the Deer Park, New York Board of Education as the first minority member in its (at the time) 120 year history. She has been active as well in church activities and was president of 600 (+) women for four years and District President of more than 1500 women in the United Pentecostal Council of the Assemblies of God. Her executive appointments include 9 Boards of Directors in VA., MD., and NY. Mrs. Harris was the recipient of the 1998 Newport News Human Rights Award presented by the Human Rights Commission for Outstanding Humanitarian Services to the citizens of Newport News, VA. She is the proud mother of two sons and their families which make her grandma to 5 wonderful grandchildren!

Shirley Middleton

My M.S. made me unable to work when I moved to Maryland with my husband in 2004 but I have been involved in various community groups in Greenbelt, MD. Since. I helped to co-found the Greenbelt Disabilities Connection.

Melonee Clark
Melonee Clark has been employed by the Arc of Prince Georges County since 2001. Ms. Clark also serves as a Parent Coordinator at the University of Maryland Children Development Clinic. Ms. Clark has served as a Chair of the Arc of Prince Georges County Education Committee, Parents Place of Maryland Board member, Special Education Citizens Advisory Committee, and Maryland Coalition for Inclusive Education. Melonee’s area of interest include special education, inclusion, family support services, self-advocacy, community resources, parent involvement, special need financial planning, and transitioning planning.

Oyegoke Oyetunde
Oyetunde Olugbade Oyegoke is an Electrical Engineer with over 40 years of experience in the Power Distribution and Industrial Electrical Maintenance sector. He currently serves on the Commission for Individuals with Disabilities as an agency representative for Prince Georges County Resource Connections where he is currently a Resource Coordinator. Prior to his current position, he has served as a counselor with different agencies in the Washington metropolitan area for 15 years and lastly served as a supervisor at NCIA in Laurel, Maryland.
In his current role, he coordinates activities, explores, assesses and maintains supports desired by the individuals assigned to him. He also advocates on behalf of individuals and assists them to advocate on their behalf. He ensures adequate planning is performed and the implementation of appropriate and relevant individual plan in accordance with COMAR and agency policy are being monitored. He maximizes individual participation in the team process and promotes opportunities for those who choose to lead their team meetings. He also assists with transitioning and transfer activities in an expeditious manner to ensure continuity of supports and services.

Susan Stanley
Susan Stanley, 51, is a consumer member of the Commission of Individuals with Disabilities (CID). Susan is a product of Montgomery County Schools. She attended Howard University where she majored in Sociology. She is a peace-time veteran of the United States Marine Corps. She permanently relocated to Prince Georges County from Chicago, where she honed her grass roots activism skills in the black LGBT community. She came to the Prince Georges County CID through her work with a volunteer MetroAccess consumer’s organization.

E. Anthony Langbehn
E. Anthony Langbehn is a retired career and vocational rehabilitation counselor. He has a Masters Degree in Counseling and Personnel Services with specialization in counseling individuals who have disabilities and others who have career concerns.
Previously, Langbehn worked for the state of Maryland Department of Human Resources, and was a field supervisor of local Departments of Social Services and served as the legal assistant to State Appeals Officer for the Department. At the Job Training Administration he was a monitor/evaluator of state job training programs. For thirteen years, Langbehn owned a part-time, private career counseling practice.
Anthony Langbehn founded and chaired the Statewide non-profit, advocacy and education organization, Maryland United for Peace and Justice. He served on the Board of Directors of a Catholic peace organization, Pax Christi Metro DC and Baltimore, and is also a broad member of Progressive Maryland. Previously, Mr. Langbehn was an elected member of the Democratic State Central Committee of Maryland and Political Action Chair of the AFSCME State Employees Council 92.
The Commissioners’ disabilities include multiple chemical sensitivity and toxic encephalopathy. After becoming disabled, he served on the Governor’s Committee for Employment of People with Disabilities and The Advisory Board of Americans With Disabilities Act Information Center for the Mid Atlantic Region. Commissioner Langbehn was a paid consultant to Independence Now, Inc., and has participated on the Prince Georges County Commission for Individuals with Disabilities since 2004. He was appointed an official member in 2006.
