Ingrid M. Turner, Esquire (D-District 4) is currently serving her second term on the Prince George’s County Council representing District 4 which includes: Bowie, Glenn Dale, Greenbelt, Westchester Park, parts of Lanham-Seabrook and Upper Marlboro. A trailblazer, Council Member Turner was first elected to the County Council in November 2006 as the first African American elected to the District 4, County Council seat.
In 2011, Ms. Turner was unanimously elected to serve as the Prince George’s County Council Chair and in 2012 she was elected as the first African American female to serve as President of the Maryland Association of Counties (MACo). Council Member Turner, a graduate of the United States Naval Academy, retired from the United States Navy after a 20 year distinguished career as an active duty Commander in the Judge Advocate General’s Corp. Rising to the level of Director, Reserve and Retired Personnel Programs for the Judge Advocate General of the Navy, Ms. Turner managed the 725 reserve component attorneys and paralegals. She also served as the Executive Assistant to the Assistant Deputy Judge Advocate General.
Ms. Turner has held a variety of leadership roles with both civic and professional organizations. She is currently a member of the Prince George’s County Health, Education and Human Services Committee and Transportation, Housing and Environment Committee. She currently also serves as the Chair of the Maryland Association of Counties Financial Committee. She has also been appointed by Governor Martin O’Malley to serve on the Governor’s Workforce Investment Board and has served as a member of the Prince George’s County Economic Development Corporation Board of Directors, the Dimensions Health Care System Board of Directors and Maryland Association of Counties First Vice President and Chair of the Legislative Committee. She is an active member of the Iota Gamma Omega Chapter of Alpha Kappa Alpha Sorority, Inc. and the Maryland Bar Association. She is a 2008 graduate of Leadership Prince George’s, 2010 graduate of Leadership Greater Washington, and a 2010 scholarship recipient and graduate of the National Association of Counties County Leadership Institute.
Council Member Turner’s accomplishments and dedication have been recognized with many awards and honors to include: In 2012 she was the recipient of the Golden Gate University Alumni Association 2012 Community Service Award. In 2011 she was recognized by the Washingtonian as 100 Most Powerful Women; The 2011 Women Business Owners of Prince George’s County Leadership by Example Award; 2011 National Conference on Ethics in America Senior Leader; 2010 Emily’s Way Service Award for Giving of Self for the Advancement of Others; The Prince George’s Community Foundation 2009 Civic Leadership Award; The Collective Banking Group, Inc. 2008 Community Award for Dedication and Commitment to Community Economic Empowerment; Federal Women’s Program Outstanding Women of the Year, International Who’s Who Among American Professional and Business Women/Woman of the Year, Meritorious Service Medal (four awards), Navy Commendation Medal (two awards), and Navy Achievement Medal (three awards).
Ms. Turner also earned an MBA from Golden Gate University and a Juris Doctorate from The Catholic University of America, Columbus School of Law. Additionally, she has completed advanced studies at George Washington University School of Law in the area of healthcare law.
