Radio Frequency (RF) Report Requirement

Prince George’s County requires "Routine Environmental Evaluation Reports" to determine the required safety compliance, such as warning signage when a site demonstrates Radio Frequency (RF) exposure in excess of guidelines as outlined by the FCC. This is consistent with the TTFCC’s requirement to consider all applicable health, safety, and welfare sections of the Prince George’s County Code, federal or state regulations, laws and directive to follow in its application review. To meet that requirement, the County will ask applicants to submit an RF report to provide an evaluation of proposed wireless equipment to prove its compliance with FCC guidelines for human exposure to radio frequency fields. Evaluations shall include uncontrolled exposure in the near-field and far-field regions. Additional evaluations shall be provided whenever the transmitting power of existing equipment is increased. The evaluations shall document existing radio frequencies, proposed radio frequencies, and summarize possible radio-frequency interference, to include all carriers at a site if applicable. The reports will be required for the following applications:

  1. All applications that qualify as a Small Wireless Facility (PrG SWF Definition).
  2. All applications that have building and roof mounted antennas.

Duties & Responsibilities

The Telecommunications Transmission Facility Coordinating Committee (TTFCC):

  • Reviews and approves or disapproves the co-location of telecommunication facilities on existing and new structures and minimizes the community impact of new telecommunication facilities by promoting alternative sites and techniques to mitigate the visual impact.
  • Reviews and makes recommendations to the telecommunication carriers on their cell tower applications* to meet the necessary requirements.
  • Serves as liaison between the carriers and the County.
  • Coordinates with DPW&T to update the Design Manual for Small Wireless Facilities (PDF) when wireless facilities equipment changes.

*Note: All cell tower inspections are required to be done by Third-Party Inspectors.
